​LOW-INCOME HOME ENERGY ASSISTANCE PROGRAM

LIHEAP is a federally funded program aimed to assist low-income households that pay a high portion of their income to meet their energy needs. LIHEAP is funded by the U.S. Department of Health and Human Services, Administration for Children and Families, Office of Community Services.There are several portions of the program that help accomplish this goal, such as:

  • The Home Energy Assistance Program (HEAP) provides one-time financial assistance to help balance an eligible household's utility bill.

  • The Energy Crisis Intervention Program (ECIP) provides assistance to low-income households that are in a crisis situation. Such an example would be a household receiving a 24-48 hour disconnect notice or service termination by their utility company. Another example would be a household facing an energy-related crisis that could be deemed potentially life-threatening in the household, such as a combustible appliance.

  • LIHEAP Weatherization provides free energy efficiency upgrades to low-income households to lower their monthly utility bills while also improving the health and safety of the household's occupants.  

  • Education on basic energy efficiency practices and instruction on the proper use and maintenance of installed weatherization measures.

  • Energy budget counseling.

The Home Energy Assistance Program (HEAP) helps income-eligible households pay their energy bill or heating fuel provider.  Eligible homeowners or renters may qualify to have specific payment amount credited to their electric utility account or receive financial assistance in obtaining firewood, propane, pellets or heating oil. In addition to the credit on their utility bill, eligible households will receive valuable information about energy conservation and practical tips on how to save money on energy costs.

Priority is given to the elderly, disabled and families with children under age 5. Eligible El Dorado and Alpine County residents may apply for this program.

California Alternate Rates for Energy/Family Electric Rate Assistance Programs

Low-income customers that are enrolled in the CARE program receive a 30-35 percent discount on their electric bill and a 20 percent discount on their natural gas bill. FERA reduces electric bills for qualified households by 18%.

Eligible customers are those whose total household income is at or below the income limits indicated below.

NEVADA UTILITY ASSISTANCE

The Energy Assistance Program (EAP) provides a supplement to assist qualifying low-income Nevadans with the cost of home energy. Nevada's EAP program has two funding sources, the Low Income Home Energy Assistance Program (LIHEAP) federal block grant and state revenue generated from Nevada's Universal Energy Charge (UEC). 
The EAP program year begins July 1st and applications are accepted through June 30th. Applications are evaluated year round or until funding is exhausted. Eligible households receive an annual, one-time per year benefit customarily paid directly to their energy provider(s).

  • A state-administered program that helps qualified Nevadans reduce their energy bills by helping them improve the energy efficiency of their home.

  • Advance notification of scheduled outages is available for customers and their household dependents who rely on electrically-operated medical equipment 24/7.
